This removes a significant barrier to Russian participation in international sports. According to the committee, the legal basis for the suspension no longer exists after the Russian Olympic Committee indicated that it no longer considers sports organizations from Russian-occupied Ukrainian territories as members.
Los Angeles 2028
Despite the easing, the Russian flag and national anthem remain banned during the Olympic Games for the time being. It is also still unclear when Russian athletes can fully compete under their national symbols again. The 2028 Summer Olympics in Los Angeles are expected to be the first major event where the effects of this decision will become apparent.
The IOC emphasizes that athletes should not be held responsible for their government’s decisions. According to the Olympic body, participation in international competitions should therefore not be restricted solely because of war or other conflicts involving a country.

Criticism
The decision has immediately sparked sharp criticism in Europe and Ukraine. The European Commission responded negatively to the policy shift. It warned that Russian participation in international sports and cultural events must not contribute to normalizing the current situation until a just and lasting peace is achieved.
Several European countries also voiced strong criticism. Especially Estonia and Latvia argue that Russia uses international sports to regain political legitimacy. The Estonian government therefore wants the European Union to investigate whether financial support to the IOC can be halted. This review also includes the IOC’s participation in European subsidy programs.
Ukraine
There is also strong protest from the Ukrainian side. The government in Kyiv calls the decision a dangerous signal and urges international sports federations to maintain existing restrictions on Russian athletes and national symbols. According to Kyiv, sport must not contribute to the international recognition of Russia as long as the war continues.
The timing of the IOC’s decision has further fueled criticism. In Ukraine, the announcement coincided with a day of national mourning following deadly Russian attacks. Ukrainian representatives therefore describe it as a cynical and insensitive decision that sends the wrong message to the international community. As a result, the debate over the role of sport in times of war is likely to continue unabated in the coming years.
