Political pressure on the Irish government is increasing due to the export of aluminium oxide from the Aughinish factory to Russia. Ukrainian diplomats, Members of the European Parliament, and Irish opposition politicians are demanding clarification and a faster investigation.
Raw Material
The factory in County Limerick has long been a subject of debate. Aughinish is described as the largest aluminium oxide refinery in Europe and exports a significant portion of its production to Russia. Aluminium oxide is processed into aluminium, a raw material used in both civilian and military applications.

The discussion gained new attention after an investigation by The Irish Times and the Organized Crime and Corruption Reporting Project. According to that investigation, the raw material from Aughinish is supplied to Russian smelters. The aluminium produced there would then reach dozens of Russian military manufacturers via a Russian trader.
Promotion
Advocates of stricter measures argue that this establishes a direct link between exports from Ireland and the Russian military industry. According to them, this provides the evidence that was long missing in the debate on possible sanctions. The opposition party Sinn Féin wants the government to present a clear timeline for the investigation and quickly determine whether products from Ireland are indirectly contributing to Russian war efforts.
Irish Investigation
However, the Irish government maintains its position that it has not yet been established that aluminium oxide from Aughinish is actually used in the production of Russian weapons. Therefore, the Ministry of Economic Affairs has initiated an investigation into export flows and the final destination of the material.
The Ukrainian embassy in Ireland has also expressed concerns. In a statement, it pointed to a sharp increase in exports to Russia since 2021 and stated that aluminium is used in various Russian weapons systems. The embassy described the development as a reason for serious concern.
Export
Within the European Union, discussion has also arisen. Members of the European Parliament have called for action to tackle the export of aluminium oxide to Russia. Nevertheless, Aughinish was ultimately not included in the most recent European sanctions package. The Irish government warned that measures could have major consequences for employment and industrial activity.
Rusal
The factory is owned by Rusal, a Russian aluminium corporation that became owner of Aughinish in 2007. The role of founder Oleg Deripaska remains a focus of attention. Recent reports referred to a confidential investigation by the Swedish tax authorities into Rusal’s activities in Sweden and alleged violations of international sanctions against Russia.
