As the Russian war in Ukraine continues, new diplomatic contacts have surfaced quietly in recent weeks. Former European and Russian senior officials have spoken in secret about possible peace negotiations, while the Kremlin has once again indicated its willingness to engage in talks.

Former European and Russian officials met last month in Vienna for a closed-door discussion on options to end the war through negotiations. The meeting took place outside official diplomatic channels and was not a direct dialogue between the governments of Russia and Ukraine.
According to various sources, the talks explored under which conditions formal peace negotiations could be possible. There is no indication that any concrete agreements were made or that a joint peace proposal was put on the table. The identity of the former Russian participant has also not been disclosed.

At the same time, Russia again emphasizes that it is willing to negotiate, but only if Ukraine’s Western allies behave in what Moscow calls a "constructive" and "mature" manner. By doing so, the Kremlin explicitly links any resumption of talks to conditions regarding international support for Kyiv.
Moscow also warns that the military operation will continue if those conditions are not met. According to Russian statements, the country will continue to pursue its own objectives in that case. This keeps the gap between diplomatic willingness and the reality on the battlefield large.
Other talks
The meeting in Vienna also appears not to be isolated. Earlier, there were reports of a similar encounter in Baku (Azerbaijan) between former Russian and German officials. Little is known about that discussion. Azerbaijani authorities reportedly were not informed beforehand.
Unclear role of the US
Meanwhile, efforts to restart official negotiations continue. There is talk of initiatives in which the United States could play a mediating role. Despite these efforts, it remains unclear whether the parties will actually return to the negotiating table in the near future.
The various diplomatic initiatives show that behind the scenes there is a search for opportunities to find a political solution to the conflict. At the same time, the differing conditions and ongoing military confrontations make clear that a breakthrough is not yet in sight. The secret contacts primarily illustrate that openings are being sought, but not yet a mutually accepted starting point for real peace negotiations.
